The Nevada DMV has implemented its new Advanced Secure Issuance (ASI) licensing process. You must present the ASI Required Documents for most license or ID transactions, including:

  • Original Nevada licenses and ID cards
  • Drive Test/Instruction Permit completion
  • Name Changes
  • Any change in license class, endorsements or restrictions
  • Any change to date of birth, Social Security number, sex, etc.

The biggest change with ASI is that the DMV now requires two documents proving Nevada residency. Utility bills, mortgage statements, rental agreements and a bank statement with the correct residential address are all acceptable.

See Address Changes if you are completing an address change only. You must present two documents to show your residential address. Duplicate licenses have slightly less stringent requirements. You may renew your license or ID card one time without complying with ASI.

We do not make appointments for any services other than a driving skills test.

Please complete the application and other forms before you go to the DMV.

All existing Nevada licenses and ID cards will be accepted for federal purposes at least through their expiration. Please do not visit a DMV office only to receive an ASI license.

We do not accept other states’ licenses, instruction permits or ID cards as proof of identity. Please bring the required documents in addition to your existing license, permit or ID card. Documents must be originals or certified copies.

Documents presented must reflect the name change history, from birth to present.

Address – Two forms required

  • Certification of Nevada Residency (Form DMV-005) on a form provided by the Department of Motor Vehicles;
  • For minor applicants, the Certification of Nevada Residency must be signed by a parent, step-parent, or legal guardian of an applicant. The parent or guardian must reside at the same resident address; accompany the applicant, and present proof of residency in the form of one document listed below.
  • A property tax record, utility bills, mortgage document or Deed, rent receipts, a lease or rental agreement;
  • Enrollment records, student identification card reflecting the residence address, or other documentation that you are physically attending an educational institution located in Nevada;
    Motel, hotel, campground or recreational vehicle park receipts showing that you have been residing in Nevada for 30 consecutive days;
  • Original and current certificate of vehicle liability insurance reflecting the residence addresses issued by a Nevada based carrier. Cannot be hand-written;
  • Credit card statement, medical bills, cellular telephone bill, or other statement or request for payment mailed to the residence address dated within the previous 60 days;
  • A statement from a relief agency or shelter that you have no actual residence, but currently receive assistance in Nevada;
  • Fuel receipts, motel receipts, or other documents showing you have lived in multiple states (more than two) during the last 12 months, and in Nevada for at least 30 consecutive days, as evidence that you do not primarily reside in some other state;
  • Voter registration card issued by the Nevada Secretary of State reflecting the residence address;
  • Documents showing you have a current account at a bank or credit union in Nevada and the account has been open for 30 days or more;
  • Military Leave and Earnings Statement (LES) to evidence Nevada residency when deployed outside of Nevada;
  • A document showing receipt of public assistance from an agency of the State of Nevada;
  • Notarized statement from a property owner that you are residing with them or on their property without a rental or lease agreement.

Documents must be valid originals or certified copies that were issued in the United States (except for foreign passports). We do not accept photocopies. Permanent Resident Cards must be updated at age 14. Residents of all U.S. territories and foreign countries must meet these requirements and take all tests.

Instruction permits and other cards that are not ASI compliant are marked "NOT FOR FEDERAL OFFICIAL PURPOSES".

Once you have met the proof of identity requirements, you may continue the process to obtain your license or ID. Please see the other requirements on the following page that applies to you. We do not make apppintments for any services other than a driving skills test.

Nevada licenses and ID cards are issued at a central location and mailed to the customer 7 to 10 days after application. We will punch a hole in your existing license or ID and return it to you with a paper interim document.

You must meet ASI requirements for any change of information other than an address change. This includes changing an instruction permit to a full license or changing license classes.

Please have the DMV 002 Application and other forms completed before you go to the DMV.

ASI requirements do not apply to duplicates. You must present two documents to prove your residential address for address changes. You may renew your license or ID one time without meeting ASI standards.

If you wish to upgrade to an ASI license, you must meet the ASI requirements.

You must be a Nevada resident and provide a Nevada street address to obtain a drivers license, instruction permit or ID card. Licenses are not issued to visitors or out-of-state students.

Active duty military members, their dependents and others living temporarily in Nevada are not required to transfer their license and registration. If you obtain non-military employment, however, you become a Nevada resident and must obtain a Nevada license and registration.

Nevada Revised Statutes 483.141 “Resident” defined.
1. “Resident” includes, but is not limited to, a person:
(a) Whose legal residence is in the State of Nevada.
(b) Who engages in intrastate business and operates in such a business any motor vehicle, trailer or semitrailer, or any person maintaining such vehicles in this state, as the home state of such vehicles.
(c) Who physically resides in this state and engages in a trade, profession, occupation or accepts gainful employment in this state.
(d) Who declares himself to be a resident of this state to obtain privileges not ordinarily extended to nonresidents of this state.
2. The term does not include a person who is an actual tourist, an out-of-state student, a foreign exchange student, a border state employee or a seasonal resident.

Non-U.S. citizens may or may not be eligible for a license or ID depending on Status Code issued by the U.S. Bureau of Citizenship and Immigration Services. Please review the ASI Documentation Matrix.

Nevada does not accept foreign driver licenses, foreign birth certificates, matricular consular cards, border crossing cards or foreign passports without the appropriate accompanying documents.
